ملخص:
لا جدال في أن تبعات الترابط الكوني أو ظاهرة عبور الأوطان transnationa lization كان لها الأثر الجذري في إحداث “أزمة الدولة” crisis of state، ما شكل تمهيدا لهدم نظام “وستفاليا” و تفسخ مفهوم السيادة الإقليمية، إذ فقدت الدولة مزاياها الوظيفية و أضحت عاجزة في تأدية مهامها الأساسية المتمثلة في حماية هويتها القومية و المحافظة على استمرارها، ما عرض سيادتها للتآكل المتدرج و أفضى إلى تحول القرار إلى حكومات مغايرة احتكمت إلى معايير عالمية ناقضت في جوهرها المبادئ التقليدية.
لقد أنتجت تفاعلات ما بعد الحرب الباردة نمطا مستحدثا من الظواهر اتسمت في جوهرها بالحركية والتحول، ساهمت في ظهور أشكال غير مسبوقة من الفواعل متعددة المراكز، محكومة بمنطق التفاعلات غير السلطوية، فتلاشت الفروق وبات الفصل بين ما هو داخلي وما هو خارجي غير وارد، وتحولت الدولة الفاعل المركزي إلى حلقة في مسار متفاعل تلاشت فيه الحدود وانتقلت الاختصاصات من الإقليمية إلى العالمية، وتحولت الوظيفة الأمنية و السياسية إلى فواعل ذات طبيعة مغايرة .
وانطلاقا من هذا الطرح تبدو الواقعية التي أقرت للدولة بالدور الأساسي في العلاقات الدولية عاجزة لتفسير مسار التراجع ، ومن ثمبات من الضروري تركيز النقاش في مستوى أول على تحول الهوية الإستراتجية بآلية التكتل أو الترابط من خلال تبيان كيفية انتقال القرار الاقتصادي و السياسي والأمني تباعا من الدول إلى فواعل فوق قومية، كما وجب التركيز على ظاهرة العنف الداخلي كآلية لإنهاء الدول كوحدات بنائية ، وأيضا البحث في المقاربات البديلة لتفسير مسار التراجع.
Abstract :
The dilemma of strategic identities
Is idisputable that the consequences of the global interdependance or the phenomenon of crossing the homelands « transnationalization »had the radicalimpact in bringing « crisis of state »what form the prelude to demolish« wastphlia »system,and disintegrat the sovereignty territorial concept ,state has lostits functional advantages and became unable to perform its basic tasks of protectingher national identity and maintain her continuity,what showing her sovereignty togradual erosion ,this resulted to led the decision to other governments invoked universal standars contradict in essence the former principles .
The interactions of post cold war has produced novel pattern of phenomenacaracterized in essence by mobility and transformation, contributed to appearingunprecedented forms of multicenter actors,governed by logic of non- authoritarianinteractions,what ended differences and separation between what is the intern andextern,the state the central actor turned in interactive cross without borders in whichspecialities moved from regional to global ;also security and political function has moved to other actors with different nature.
Proceeding from this proposal is seems that that the realism which recognized to state the central role in international relations is unable to explain the cross of retreat; therefore it became necessary to focus the debat in first level on the the the transformations of strategic identity by showing how to move the economic politic and security resolution respectivly from states to supernational actors . in second level i twill focus on the phenomenon of domestic violence as a mecahnism to ended the states as units constractivism. In latter level the debate will be addressed alternative approaches to interpret the path of retreat .
