ليس هناك شك في سياق جهود الأمم المتحدة للحفاظ على السلام والأمن الدوليين ، فقد تحولت إدارة النزاعات الصحراوية إلى الأمم المتحدة. مشكلة الصحراء الغربية على مستوى تدخل الأمم المتحدة ، بناءً على اقتراح قدمه الأمين العام للأمم المتحدة في 20 مارس 1986 ؛ منظمة الأمم المتحدة للوحدة الأفريقية (OAU) لحل النزاع بين الطرفين ، والتي توجت بتقديم وثيقة تسمى “وثيقة التسوية” في عام 1998 ، والتي قبلت أطراف النزاع. في العام نفسه واعتمده مجلس الأمن في عام 1990. الأمين العام للأمم المتحدة الأمين العام للأمم المتحدة للولايات المتحدة الأمريكية الأمم المتحدة تجد نفسها في مأزق. ما سبب فشل خطة التسوية السلمية التي يريدون تجسيدها في تنفيذ استفتاء تقرير المصير للشعب الصحراوي ؛ هل لديك حل قانوني يرضي جميع الأطراف؟
Résumé
Il ne fait aucun doute dans le cadre des efforts des Nations Unies pour maintenir la paix et la sécurité internationales, la gestion des conflits sahraouie a tourné vers l’Organisation des Nations Unies qui a réalisé l’impossibilité d’organiser un référendum pour résoudre le problème du Sahara occidentale au niveau régional dans l’isolement d’intervention de l’ONU, à la suite d’une proposition faite par le Secrétaire général des Nations Unies le 20 mars 1986 ; comprend la coopération avec l’Organisation de l’unité africaine (OUA) pour résoudre le différend entre les deux partie, qui était couronné en soumettant un document appelé “document de règlement” en 1998, qui avait été accepté par les parties au conflit la même année et adopté par le Conseil de sécurité en 1990.
Mais les critiques du projet ont rapidement commencé à affluer au Secrétaire général des Nations Unies dès que les propositions ont été présentées et les détails ont été divulgué, ce qui est interprété par chacune des parties à sa manière, et l’Organisation des Nations Unies se trouve elle-même devant une impasse. Sur la base de ce qui est précède, la problématique qui se pose: Quelle est la raison de l’échec du plan pour un règlement pacifique qu’ils voulaient incarner dans la mise en œuvre du référendum d’autodétermination du peuple sahraoui ; comme une solution légale qui satisfait toutes les parties?
There is no doubt in the context of the United Nations efforts to maintain international peace and security, the management of the Sahrawi conflicts turned towards the United Nations which realized the impossibility of organizing a referendum to resolve the problem. the problem of Western Sahara at the regional level in the isolation of United Nations intervention, following a proposal made by the Secretary-General of the United Nations on 20 March 1986; includes cooperation with the Organization of African Unity (OAU) to resolve the dispute between the two parties, which was crowned by submitting a document called “settlement document” in 1998, which had been accepted by the parties to the conϐlict. same year and adopted by the Security Council in 1990. But critics of the project soon began to flow to the United Nations Secretary-General as soon as the proposals were presented and the details were leaked, which is interpreted by each party in its own way, and the United Nations finds herself in a stalemate. On the basis of what precedes, the problem is: What is the reason for the failure of the plan for a peaceful settlement that they wanted to embody in the implementation of the referendum of self-determination of the Saharawi people; as a legal solution that satisfies all parties?
